REQUEST FOR PROPOSALS REGARDING TECHNICAL AND FINANCIAL PROPOSALS TO PROVIDE GENERAL TRANSPORTATION PLANNING SERVICES

The Hagerstown/Eastern Panhandle Metropolitan Planning Organization (HEPMPO) is requesting Technical and Financial Proposals from qualified consultant firms to provide general service assistance in several transportation planning related areas.  This procurement will follow the general rules of an Indefinite Delivery/Indefinite Quantity contract. Areas in which the MPO may require contractor support during the term of this procurement include: 1) Air Quality Conformity – Analysis and Compliance; 2) Travel Demand Modeling; 3) Long Range Transportation Plan Development; 4) Transit and Coordinated Human Services Planning 5) Special Studies Assistance and Development and 6) Freight Movement.

The format for submittals, information regarding the scope of work and proposal evaluation criteria is located in the Request for Proposal (RFP).  The RFP may be obtained by emailing mmullenax@hepmpo.net beginning Thursday February 1, 2024.  Inquiries/questions should be directed to Matt Mullenax, HEPMPO Executive Director at mmullenax@hepmpo.net.  Technical and Financial proposals must be submitted in the format prescribed in the RFP documentation.  Submittals must be received no later than 3:00 pm (EST) on Wednesday, March 6, 2024. Failure to comply with the selected format for submittal will result in disqualification.

The Hagerstown/Eastern Panhandle Metropolitan Planning Organization, in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d, et seq., and Title 49, Code of Federal Regulations hereby notifies all bidders that it will affirmatively ensure that any contract entered pursuant to this advertisement will afford minority business enterprises full opportunity to submit bids in response to this invitation, and will not discriminate on the grounds of race, color, sex or national origin in consideration for an award.
