The Direction 2045 Long Range Transportation Plan (LRTP) Update will represent a 20-year transportation vision for the HEPMPO region and include:

  • A review of all relevant new studies and plans for the three-county HEPMPO region relating to transportation, land use, and economic development.

  • A review and adjustment to the current (Direction 2040) LRTP goals and objectives.

  • Public involvement and stakeholder outreach designed to engage diverse interests.

  • The development of an implementation strategy that addresses the region’s needs while satisfying HEPMPO’s mission.

Final Long Range Plan

The Federal Highway Administration and Federal Transit Administration have reviewed Direction 2045 and found the plan was developed based on a continuing, cooperative, and comprehensive transportation planning process, in accordance with 23 U.S.C. 134, 23 U.S.C. 135 and 49.  The final version can be downloaded here.

Draft Direction 2045 Long Range Transportation Plan and its Appendices is available now for review.  Copies of the draft LRTP are available online at the website www.hepmpo.net/direction; on display at the Washington County Free Library-Hagerstown, Martinsburg-Berkeley County Library, Charles Town Library, the three County Commission offices; and Hagerstown and Martinsburg City government offices; the Washington County Transit office, and the Eastern Panhandle Transit Authority office.

Three public meetings will be held throughout the region from 5:00 to 7:00 pm at the following locations:


  • Thursday, February 15th  – Berkeley County WV – Martinsburg Public Library, Martinsburg Room, 101 West King Street, Martinsburg, WV

  • Tuesday, February 20th – Jefferson County WV – Charles Town Library,  Jefferson County Commissioner’s Meeting Room, 200 East Washington Street, Charles Town, WV

  • Thursday, February 22nd – Washington County MD – Washington County Free Library, Community Rooms 308/309, 100 South Potomac Street, Hagerstown, MD


The public comment period  will begin on Tuesday, January 30, 2018 and end at 4:00pm EST on Thursday, March 1, 2018.  Written comments may be mailed to the HEPMPO’s office (33 W. Public survey and meetings announced

For May 1-31, 2017 a public survey will be open at https://direction.metroquest.com.  All encouraged to participate in this survey to help guide planning our region's future transportation system.  Three public meetings will be held in conjunction with the survey to receive input: 

  • May 22nd, 5:00-7:00pm - Martinsburg (Martinsburg Public Library, Martinsburg Room)

  • May 24th, 5:00-7:00pm -  Charles Town (Charles Town Library, Jefferson County Commissioner’s Meeting Room)

HEPMPO's website has been updated and will contain all information related to our Long Range Transportation Plan Update, including project schedule, draft documents, participation opportunities and FAQs.
