The HEPMPO is a multi-state MPO. Our main offices are housed within the Washington County Planning Department in Hagerstown, Maryland. In order to also maintain a presence in West Virginia, the MPO has an office housed within the Eastern Panhandle Regional Planning and Development Council, Region IX in Martinsburg, WV.
