Welcome to HEPMPO

The Hagerstown/Eastern Panhandle Metropolitan Planning Organization (HEPMPO) is the federal and state designated regional transportation planning body for the urbanized areas in Berkeley and Jefferson Counties in West Virginia, Washington County, Maryland and a small portion of Franklin County, Pennsylvania. The HEPMPO coordinates the federally mandated transportation planning process in the Hagerstown-Martinsburg Urbanized Area, a designation resulting from the 1990, 2000 and 2010 Census.

An important part of this planning process is the public's participation in developing short and long term goals for the regional transportation system. We invite you to search our website, review the information, and provide us with your feedback regarding transportation issues facing the region today and in the future.

HEPMPO News

  • The Hagerstown/Eastern Panhandle Metropolitan Planning Organization (HEPMPO) announces the availability of the FINAL DRAFT Long Range Transportation Plan (LRTP).  The HEPMPO wishes to thank those who made comments by mail, email or at our public meetings on the first draft of the Direction 2040 LRTP.  The final draft of the Long Range Plan and Air Quality Analysis may be downloaded at www.hepmpo.com.  Specific comments are addressed in Appendix C, pages 43-78.  The HEPMPO’s Interstate Council will be considering the final draft for approval at our April 16th meeting.  This meeting is being held at 1:30pm in the Fire Station Conference Room – Hagerstown Regional Airport and is open to the public.

  • The HEPMPO, along with the Corporation of Shepherdstown, the Jefferson County Commission and the WV Division of Highways is pleased to announce the awarding of $662,500 in grant funds for the Shepherdstown Bike Path.  This multi-use path will connect Morgan’s Grove Park, an existing bike path on Alt 45 and numerous neighborhoods to Shepherdstown Middle and Elementary Schools, as well as the new proposed public library along WV Route 480.  This project is currently under contract for design and engineering, and a public workshop on possible alignments will be held in Shepherdstown tentatively May 2014.  More information can be found in The Journal’s news article.
